I've added a simple appveyor configuration file.
But I don't seem to be able to set it up properly.

  1. I need PGUnit to be installed in pgunit schema, but looks like it installs someplace else
  2. dblink_connect_u() function fails for some reason

Putting it on hold for a while, currently have no time to fix it up.
