We need some sort of "process management" for verticles in the core.

The following features are useful:

loading and unloading of verticles during execution
configuration changes for starting verticles
log and notification on failed verticles
split up configuration files into smaller parts
combine configuration files via include_path: ""
loading and unloading of configurations
API to control all of the above (useful for terminal-client)
