--no-build: 不执行uni build，而执行build成功之后的操作。比如小程序直接打开开发者工具。android运行原生项目的构建打包
--deploy: 部署，利用miniprogram-ci直接上传代码到小程序后台

--no-build 参数暂时不做

--deploy 参数改为 publish 命令
