When system admins want to make the APIM platform readonly, may be when doing migrations or some other maintenance tasks, access to Publisher and DevPortal apps needs to blocked. Currently to do this, either have to stop the publisher and devportal components or do a temporary redirect from LB. Also instead of showing an error page when the portals are not available, it's good to show a proper maintenance page. If the pub/dev portals are exposed to internet this is very important.

If we can introduce a feature from Admin portal to put the APIM platform to maintenance mode, we can display a maintenance page in publisher and dev portals. We can time to time read this property from the registry or DB and show the maintenance page if this is activated.
