Language Plugin or Text Direction not working RTL LTR

I noticed the Demo has the Choice of language in the Editor including Arabic, however, cant seem to have it work in Demo, the test is still LTR,
Also seems there is a plugin to have a RTL and LTR for each block lever explained here

Any idea how to have a full RTL CKEditor or a block level control like in this image for CKEditor
