Utility to check and normalize dictionaries

Raw dictionaries files in ideal has source|target structure per line. But sometimes it is not ideal or has some additional structure elements needed to be accounted. Therefore we need utility to check dictionary files and normalise them.

• find out universal structure
• make parser for this structure
• normalize if wrong
• traverse through a dictionary to assure all words is possible to find.
