It might be. What OS version are you using? There was a change in how startup items behave in Ventura so it might be that the app is registered to start as a background app in the Monterey fashion and also added to the Login Items list. In Venture you should see these two separated under System Settings / Login Items - the app should only be active in one list. |

I have BetterDisplay checked as a login item and on boot I get the message that it is already opened. Maybe it is being triggered to open in two places?
