Add 'run' command

It would make the intro to waPC easier if the wapc CLI had a basic run command. It could take an operation and a JSON payload, pass it to a waPC guest, and then serialize the result to output JSON.

It wouldn't need to cover every use case, just basic execution of guests generated via the wapc CLI. It can assume messagepack as the communication format.
