Dependency not on MavenCentral

jcenter() is deprecated as a repo for dependencies.

non urgent:
initially it was announced that JCenter dependencies wouldn't be available at all in the future however they've now changed the announcement saying old dependencies will be available indefinitely, though new versions cannot be submitted

deploying to Maven Central would be helpful to be able to remove the jcenter dependency from our build configs
