npm pre-start: Check if git status is empty

Something like:

# Throws if git status is not completely empty

if ! git diff-index --quiet HEAD --; then
  echo "git status has uncommitted changes"
  exit 1
fi

npm post-start: git commit -am "Added the next week's legislation"
