Proposed Voting MVP is inspired by Stackoverflow...

1. Create a VOTE on a topic and propose budget (the StackOverflow question)
2. Others add AMENDMENTS (like Stackoverflow "answers" with corresponding revised budget)
3. Users free to vote for either OP or an Amendment (or nothing)
4. Whatever reaches selected majority threshold M% is passed
5. Funding automatically disbursed

Does % of vote required to pass increase proportionally with the requested budget? In this scenario, expensive things would need more support, and smaller things would be able to be passed more easily. MVP suggestion: proportion of total vote = proportion of budget divided by overall budget
