Prune post IPs after a while

Prune IPs from posts after while for privacy, so if a post is 30 days old then replace the IP with 0.0.0.0 or local.

If so, please make it optional and not the loopback address, as we keep older IP for moderation purposes and use the loopback address for Tor

NPFchan had IP hashing, maybe something like that. Would be useful when giving permission for moderator to ban IPs without actually exposing them.

@chanadmins IP cloaking is already a thing on vichan, unless you are talking about something else.

I kind of like the way mediawiki does it, where ips older than 3 months get purged from the db. Maybe something like that, and possibly adding modlog purging too (obviously optional).
