<h3>Minimally compliant <i>private sector</i> video surveillance installation</h3>
<h4>$100 REWARD</h4>
<p>In conjunction with the <a href="http://www.surveillancerights.ca">SurveillanceRights</a> project, we offer a $100 reward to the first person to bring a minimally compliant <i>private sector</i> video surveillance installation to our attention. </p>
<h3>To claim the reward</h3>
<p>If you believe you have spotted a minimally compliant private sector video surveillance installation and want to claim the reward, you need to document it using the <a href="app.html">SurveillanceWatch app</a> so that it is independently verifiable. Here is what to do once you have <a href="https://play.google.com/store/apps/details?id=ca.surveillancerights.surveillancewatch" target="_blank">installed the app</a> (Android only) or opened the <a href="http://mobile.watch.surveillancerights.ca" target="_blank">browser version</a> (which works in mobile browsers as well):</p>
<ol>
<li><b>Add Report</b><br>
If the installation has already been reported, you should Edit the existing one to include any additional details to demonstrate compliance as indicated below. </li>
<li><b>Indicate Owner Type</b><br>
Note that the reward is only for <i>private sector</i> installations, such as shops, restaurants, offices, hotels, which are covered by the Personal Information Protection and Electronic Documents Act (PIPEDA) or its equivalent in B.C., Alberta and Quebec. <sup>i</sup></li>
<li><b>Add Photos</b><br>
Add photos of the signage, one or more cameras, and preferably a shot that shows the location of a sign in relation to the cameras. The contents of the sign should be fully readable in at least one photo.
</li>
<li><b>Add/Edit Camera Details</b><br>
Include a count of the visible cameras and an indication of what they are pointed at.
</li>
<li><b>Add/Edit Sign Details</b><br>
Indicate the <b>Visibility</b> of the sign. For minimal compliance, there should be signs that are readable before one enters the surveilled area. <br>
Indicate the <b>Stated purpose(s)</b>. Minimal compliance requires a statement of the purposes for the surveillance, which need to be specific and legitimate for commercial operations. <br>
Indicate the <b>Stated properties</b>. For minimal compliance, there should be an indication of:<br><br>
<ul>
<li>whether images are being monitored live, or recorded, or both,</li>
<li>the title and contact information for the person in the organization who is responsible for personal information protection, including a phone number for a timely response to immediate queries</li>
<li>the specific privacy/personal information protection legislation that governs the handling of personal information in this situation (PIPEDA, in most provinces), including the contact information for the office of the relevant privacy commissioner.</li>
</ul>
</li>
<li><b>Add Note</b><br>
Add any further details about the installation needed to document compliance. In particular, include a link to the organization's policy statement that addresses key requirements of the Privacy Commissioners' <i><a href="http://www.priv.gc.ca/information/guide/2008/gl_vs_080306_e.asp" target="_blank">Guidelines for Overt Video Surveillance in the Private Sector</a></i>.</li>
<li><b>Send me an email</b><br>
Finally, <a href="Mailto:[email protected]?subject=[video surveillance - compliance reward]" target="_blank">send me an email</a> requesting consideration for the reward and the name and location of the compliant installation as they appear in the SurveillanceWatch app. </li>
</ol>
<p>This reward is open to video surveillance operators. For the signage form and content, you may find helpful this <a href="downloads/Minimally compliant signage template Jan 13.pptx">Powerpoint template</a> for a minimally compliant sign.</p>

<h3>Notes</h3>
<p><sup>i</sup> Public sector operators, such as schools, police and public transit, are generally more privacy compliant with their privacy legislation, so there is no reward in this case. Private residences are not covered directly by any privacy legislation, unless being used for commercial purposes, and so there is no reward offered in this case either.</p>
