Migrated from usgs/nshm-cous-2014#38

The text of the 2014 OFR and Figure 37 both indicate the two slab mMax branches should get 50/50 weight. In the fortran and this model, the implemented weights are 90 (mMax:7.5) / 10 (mMax:8.0).
