What is the current behavior?
Currently the nucleation and hypocenter refinement locators are hard coded
What is the desired behavior?
Make it so that the locators can be configured via the initialize.d ideally, this would all be config params under location schedule:

Locate
Type Max_Pick CountFrequency Iterations_Per_Loc_Run
Picks 50 5000 1
Picks 150 1250 10
Picks -1 500 25

What is the motivation / use case for changing the behavior?
To enhance the flexibility and portability of the algorithm.
