Can anything be done to get rid of the FOUT especially if you scroll down and refresh you see it more.

There probably is a solution to this. Could you please provide a test configuration where the FOUT is clearly visible (just attach a zip file)? I haven't noticed this problem, because normally I don't use web fonts.
