Mirror deployment in Weimar #104

We should mirror the CAM to the Webis cluster in Weimar.
The overall plan is to have 3 deployments:

production deployment in Hamburg
production deployment in Weimar
staging (beta) deployment in Weimar
This way, we reduce load on the Hamburg server.
Also, the Weimar cluster runs Kubernetes, which should allow for fast-paced automatic deployment.

I've just been granted access to the Webis Kubernetes cluster, so now I'll start exploring how to deploy CAM there.
