CILogon occasionally goes down for maintenance, and could have unexpected outages.

Link to https://cilogon.statuspage.io/ in the "Hints" section of /user/sso_login/.
Display a banner/alert on the home and login pages if it is down (by calling the API: https://cilogon.statuspage.io/api).

It seems reasonable to assume that CILogon itself would give an appropriate error page when attempting to log in.

The redirect page gives an alert about the upcoming downtime.

This screenshot was taken the day before the scheduled downtime.
