Describe the issue

If you ship user a laptop preinstalled with EntraID users and no local users, users are unable to login. Currently in Ubuntu you need to login initially to join a WiFi. However if the laptop has no local users it is impossible to login. Windows has the ability to join WiFi connection from the login screen. Ubuntu needs to match that function to work well as a corp laptop OS replacement.
