Tagging issue author maps to @UbiquityOS

We already implemented the hard part but now we should figure a way to add this in our config @whilefoo @gentlementlegen rfc

The idea is that many new contributors tend to ask things to the issue author. I think we should map @UbiquityOS to the issue author name so that it can facilitate simple things. For example, elaborating more on the spec or maybe even handling assignments.
