[DOCS-330] Write documentation on how to use interface

This would entail creating documentation on how to use the interface for https://docs.folio.org/. Before starting any work on this, coordinate with Erin Nettifee; she heads the documentation working group (Slack #documentation-wg) and you'll need to work with her to figure out what should be documented, who should write it, review it, etc.

Process is to work on our fork of the folio/docs repo, updating the transfer criteria section. Then just make a pr to the main branch of folio/docs and post in #documentation-wg channel.
