Ingest VA newspapers

With @danydvd and @BaihongQi's work, the script is almost ready to use for uploading new newspaper batches to IA. The code is currently on Jeoffry, under /var/peel_scripts_ruby/peel_to_ia.

Some remaining work might be needed by @danydvd? @danydvd could you please advise whether the changes needed on your metadata section of the script will be done by you, or @skyu0221 could help?

To do

• Test the lastest of peel_to_ia script on Jeoffry (credentials for IA account is on the sticky note behind @skyu0221's monitor) https://github.com/ualbertalib/metadata/tree/master/scripts/ia/Peel_to_IA
• improve the hardcoded MYSQL commands.
• Use the script to first upload these newspapers to Internet Archives. Questions can be directed to @danydvd
