Allow configuration of the target attributes in https://github.com/uPortal-contrib/uPortal-web-components/blob/aeb9db2793f98b1130cdaeaadc8fe5de285cfe63/%40uportal/content-carousel/src/components/ContentCarousel.html , such as L21.

This should be exposed as a prop on the <content-carousel> element.
