Defined Swagpath creator role that has the following capabilities

Can create Swagifacts in H5P
Can be able to define the Swagpaths based on the Swagifacts
Can be able to sync the new Swagpaths created to a remote staging server
Can be able to review other Swagpath in to be deployed as the final copy of the Swagpaths to the main server.
