Change get latest release in ros-speech_recognition commands to python based like in ros-dashboard.

Add get-github-releases script and command to tue-functions.bash in tue-env first (tue-robotics/tue-env#379)

The command to get releases is:

tue-install-get-releases <REPO_SHORT_URL> <FILENAME> <DOWNLOAD_DIR> [TAG]

FILENAME supports regular expressions.
TAG is optional. If not specified, then the file is downloaded from the latest release.
