Based on the discussion in #18 , I looked into the practice many commercial products are following.
Use <exec_depend> for the dependencies of launch files that are not a part of this package. It is quite logical to do that IMO and would complete ensure this package is complete in itself.

Note: keep in mind that you don't want to install robot stuff on a dev pc and vice versa. I will see what you come with after the tournament.
