Azure Functions + Cosmos DB + Azure App Services

A full replacement for all the firebase work we've done for the framework.

This would allow us to make an explicit interface for extending the framework in different environments.

Considering how promising Microsoft Coco Framework is, I think there's an argument to be made for this change.

Google Ventures has done some Ripple work, I think? I haven't heard much from them on blockchain in general, though, let alone Ethereum. Same can be said for Amazon. Way behind the curve on blockchain.
