bug: infinite percentage for service hours delivered vs scheduled #930

Describe the bug

To Reproduce
Steps to reproduce the behavior:

  1. Go to green line service page and set interval to all time (https://dashboard.transitmatters.org/green/service/?startDate=2016-02-01&endDate=2024-01-06)
  2. Observe that the service delivered vs scheduled percentage is infinite

Expected behavior

Additional context

This is likely because there is a gap in the data that isn't identified, and the average is divided by zero at some point

Looks like all lines show infinitely for this graph. Ill take a crack at this.
