Public Tables: Hide the Make Private button if the user is not the owner #545

Current behavior

If a user views a public Table in Track, they can still access the "Make Private" button

Expected behavior

If a user is not the owner of a Table, they do not see the Make Private button in the /silo_details/ page

Steps to reproduce the behavior

  1. Click View/Edit on a Public Table that you do not own
  2. See the 'Make Private' button
