Twilio: Investigate using a different send number to make the numbers seem more local to most users

This is a non-code issue and would be fixed on Twilio.

The number that we send SMS messages from is from the 484 area code which is in SE PA. It would be worth looking if it's the same or low cost to use a 734 number to match up with the AA campus area code to make the number more easy to identify.
