In some scenarios one may want to keep a Quorum Key, but change the members of a set.

Concrete examples of when this would be relevant:

A Quorum Member leaves the organization or begins working on another area and the responsibility to approve manifests should no longer rest with them
An organization or begins working on a new service in which they should have the responsibility to approve manifests
