Splitting this work up into two phases, with each checkbox being a PR

Better Rankings Implementation

  • Basic ranking waiting list functionality
  • finalize competitors endpoint in Competition Service*
  • Rankings + finalize competitors frontend

Event competitor limit

  • wca-reg backend implementation
  • Add relevant competition settings to monolith
  • Frontend implementation
