What does AWS Control Tower provide you over AWS Orgs + AWS Org Accounts setup (which can be Terraform'd) ?

From what I've read, AWS Control Tower is basically a wrapper over AWS Orgs with an easier UI. Now that organization units are now supported in terraform, one should be able to set up any limitations they would need.
