Create helpful error messages

Additional Context:

When pytorch crashes with a segfault/assert, it prints a message with a link to file a bug on pytorch… Can we add something similar to our TT_ASSERT/TT_FATAL macros? Link to github “file an issue” page?

If we want to be extra fancy we could link to a bug template for collecting crash information. DM me for extra context if needed.
