Solution

Display at bottom of the page sticky and fade out.
When user interact with the popup except close, open a new tab and goes to the page of coupon / product
(css change to clickable for desktop)

Initial delay, ability to set the inital delay and then display out

1. Once 10 second is up, if first item id taken is the same as before,
   should I should the second item and so on? Nope
