TODO: turn into package

Storing @tbuehrens' vision from a conversation on Teams:

"I think we want to (over the long run) 1) turn my code into an actual package, 2) in doing so, write a wrapper function that uses the inputs and then runs all the other functions and makes the graphs, tables and knitted markdown output, 3) probably swaps dart data for FPC using Ben's package as a dependency...which means getting Ben's code on GitHub as a package"

It turns out that Ben did put his package to read dam counts from FPC up. It can be downloaded with: devtools::install_github("Ben-Cox/fpcDamCounts"). @KevinSee @tbuehrens
