Issue occurs when two core CWP features are used - Workflow and Content Blocks.
When a page content is changed in a Content Block, and then submitted for publication the approval screen is missing significant fields including:
'Last edited by name'
'Content'
These fields are present when viewing the approval screen for a change made for a standard Page type, e.g.:

CMS 4.6.0
Advanced Workflow 5.3
Elemental: 4.4 (note this probably occurs in earlier versions)
Possible workaround
The approver needs to open the page, and either review the content as it's presented, or look at history, and compare to see the actual content change for approval. Approval comments and the approval action can still be submitted in this page.
(Untested) It's likely that the 'Approval' email template can be created to direct the approver directly to this CMS page edit panel, as opposed to the CMS workflow UI.
