Update upload/download artifact actions

There are new major versions for the upload/download artifact actions. The changes are significant and need some testing before they can be implemented (https://github.com/actions/upload-artifact?tab=readme-ov-file#v4---whats-new).

Notice that we've customized interaction with these libraries and are zipping/unzipping ourselves, this might no longer be necessary due to the speed improvements.
