Support a stateless model for bosh-only deployments

Some deployment that only use bosh may try to manage all of the broker state into the bosh director. This reduces the operational requirements on the broker to not require a RDBMS.

The current implementation of open-service-broker heavyly relies on the RDBMS and seems to make it hard for a broker to be stateless
