In reaper mac, I can't get any window on top of my surge window. It is always on top

On mac standalone with other windows covering the standalone the tooltip doesn't bring to front

Any help?

I guess this might be a Windows-only thing... I can confirm this in Reaper on W10, but not in standalone.
