We currently have a flag ONLY_LISTED_TOKENS.
It has unsupported edge cases (e.g. token being listed during sentinel runtime), also is not currently being used.
Also, we're changing the way SuperTokens are curated to tokenlists.

Wanted change:
Remove code related to ONLY_LISTED_TOKENS.
