Command mode for non-latin keyboard layout #197

Switching to non-latin keyboard layout makes command mode commands unavailable (until switched back to EN keyboard layout). This makes it inconvenient to edit non-latin text.

Please make command mode ignore keyboard layout and work as if latin layout is always on.
