I don't know if this is considered as a bug or if it is a new feature.
But when an article is changed to inactive there is no way to change it back to active.

Actually setting an article to inactive deletes them if I remember correctly. Actually, it's still inside the database for the transaction references. You could re-activate it if you set delete=0 in the database
