Per-device private data syncing

The idea here is that when syncing your private identity (as opposed to publishing your public identity) between your devices, you should be able to create syncing logic such that some devices only receive private data for some transactions. The idea would be to keep more sensitive keys (alpha/policy for instance) off your phone, but synced between your laptop/desktop.
