Binning issue #29

In #28 Rumpel reported that the binning is not working correctly.

I am able to change the binning (using dynamic reconfigure), but I am unable to un-bin the image after I have bin it. The only way to reset it would be to restart the camera driver.

Thanks Miquel for helping me in the previous thread. Sorry I've been rather busy these few weeks. let me get back into testing the binning issue and I will report back my findings. Thanks!
