compose window header not using theme

The compose window is not matching the header for the theme. I am using the Dark theme which uses --dark-light-background for the email header section. However, the compose window is not using --dark-light-background. Any way to fix this?

EDIT: talking about the light grey bar with white text and glyphs on it...
