functions.refaver() doesn't update output super-bias header

functions.refaver(all_subnames, weekbias_name)

Super-biases constructed from over 120 imsets are bisected, processed with refbias and recombined with refaver. However, refaver keeps the header of the first file and doesn't update it with info relevant to both (e.g. the full component bias file list).

refaver() doesn't weight the two files by the # of imsets in each, though they should be roughly equal.
