HST Keywords and terraform version pins

• sets AWSYSVER, AWSDPVER, and CSYS_VER in the job definition environment, which caldp uses to populate the fits headers.
• pinning terraform versions of providers and dependent modules, and a variable indicating the intended terraform version for the ci-node launch template user_data
