Hi sorry for talk about this bug again, but also with the new 4.1 version this bug still exists.
The npcs not always attack their target, expecially when they dies and respawn or when using the wand to reset them

Set the goalSelectorTickRate config to 1 then

I have the same issue and haven't managed to fix it yet
