Oxygen visual editor not loading (Xampp)

Hi,

Just bought Oxygen. Building wp-sites offline with Xampp.
When I try to edit my theme with oxygen, the visual editor it is not loading.

I also get an error snippet from the WP:
Warning: Only the first byte will be assigned to the string offset in C:\Users\johan\Desktop\Xampp\htdocs\wptest\wp-includes\class.wp-scripts.php on line 492

I run WIN 10 64bit. Latest xampp, latest PHP.
Latest Mozilla Firefox. I have disabled all firefox addons, but i cannot seem to get past the "loading" preface when wanting to use the visual editor of Oxygen.

Would greatly appreciate any input. Im not sure whether its xampp or Oxygen that is bugging.

@profitlad Try using a PHP 7.x version. That particular warning seems to be related to PHP 8.x so switching back should correct the warning. If the issue persists even after using a different PHP version, then enable all debugging options and see what comes up in the debug logs.
